Facebook advertising cost: CPMs and budgets in 2026

IN BRIEF

Facebook advertising has no list price. You pay a price formed in an auction for showing your message to the person you want, and that price moves with the objective, the audience and the season. In Finland a thousand impressions typically costs 6–18 €. This article covers what makes up that number, what pushes it up and what monthly budget a campaign should start on.

Facebook advertising prices in Finland 2026

The figures below are typical levels for Meta advertising on Finnish ad accounts. The same number varies a lot by industry: a consumer brand’s reach campaign and a B2B lead campaign buy from different auctions, even though both run in the same system.

OBJECTIVE CPM CLICK (CPC) NOTE
Reach and awareness4–9 €—cheapest, measures no sales
Traffic to the site6–12 €0.25–0.80 €a click is not a result
Conversions, e-commerce9–18 €0.40–1.20 €needs working measurement
Lead form, B2B12–25 €0.80–3.00 €a narrow audience raises the price
Remarketing8–20 €0.20–0.70 €small audience, high precision

CPM, the cost per thousand impressions, is the most comparable figure, because it does not depend on how well the ad performs. Cost per click, by contrast, says as much about the ad as about the auction: good creative lowers the click price without anything changing in the auction itself.

How the auction sets the price

Meta does not sell impressions at a fixed price; it runs an auction for every one of them. The winner is not whoever pays most but whoever has the highest total value. That value is made of three parts: the bid, the estimated action rate and the quality of the ad.

///

From this follows the most important practical rule: a better ad costs less. When more people stop and click, Meta estimates a higher action rate and lowers the bid needed. Creative work is therefore price work, not just communication.

The same logic explains why two companies in the same industry on the same budget can pay double the CPM of one another. The difference is usually not in the targeting but in how many viewers react to the ad in its first three seconds.

What pushes the price up

Price increases in Finland have four recurring causes, and all but one can be influenced. Seasonality is the exception: in November and December CPM is typically 30–60 % higher than in July, because the same audience is on every advertiser’s list at once.

  • Too narrow an audience: targeting under 50,000 people raises the price fast. Give the algorithm room.
  • High frequency: once the same person sees the ad more than 4 times a week, response drops and the price climbs.
  • Tired creative: the same ad for 6–8 weeks is usually too long.
  • Incomplete measurement: without the pixel and server-side events the algorithm optimises blind.

How much budget you need

The floor comes not from Meta’s minimums but from learning. An ad set needs roughly 50 conversions per week to exit the learning phase, where prices are unstable. Convert that with your own conversion cost and you get the real floor: at a 40 € cost per lead, that means about 2,000 € per month for a single ad set.

LEVEL MEDIA €/MO WHAT IT BUYS
Trial300–800one audience, two ads, data
Working baseline1,000–2,500past the learning phase, remarketing
Growth stage3,000–8,000several audiences, continuous creative rotation

The work comes on top of the media budget. Managing Meta advertising through an agency typically costs 600–2,000 € per month, usually covering campaign structure, optimisation and reporting. Video and images are priced separately, because their volume varies the most.

How to keep the price in check

Controlling cost on Meta is in practice controlling creative and measurement. Fine-tuning the targeting rarely produces the benefit expected of it any more: the algorithm finds buyers even in a broad audience, provided it gets real data about who bought.

  • Keep 3–5 clearly different ads in rotation, not five variants of the same one.
  • Change the creative before results drop, not after.
  • Run the Conversions API alongside the pixel so events are not lost.
  • Exclude existing buyers unless you sell something bought repeatedly.
  • Merge small ad sets: a scattered budget never learns.

What to watch instead of CPM

A cheap CPM is not the goal. A reach campaign always produces a cheaper CPM than a conversion campaign, because it is shown to people who are cheap to reach. If cost is optimised CPM-first, the budget drains into an audience that does not buy.

Look instead at cost per acquisition and return on ad spend, and compare them to your margin. A healthy set of metrics answers one question: does an advertising euro produce more margin than it costs. Every other figure only explains why.

Frequently asked questions

How much does Facebook advertising cost per month?+

A working baseline in Finland is 1,000–2,500 € of media per month, which gets a campaign through the learning phase. A trial can be run on 300–800 €, but that produces data rather than a stable result.

What is a good CPM in Finland?+

In a reach campaign 4–9 € and in a conversion campaign 9–18 € are typical. Compare within your own industry and your own season, not against someone else’s numbers.

Why did my ad costs rise without any changes?+

The most common causes are seasonality, rising frequency and creative fatigue. If audience and budget are unchanged but CPM climbs, check frequency and the age of your ads first.

Is the media budget paid to the agency?+

No. The media budget goes straight to Meta from your own ad account. That keeps the account, the data and the audiences with you even if the partner changes.

Should a small budget be split across several campaigns?+

No. A small budget divided across many ad sets leaves each one in the learning phase, where prices are at their highest. One properly funded campaign produces a better result.
